South Dakota's EV fee is now $100/yr, but co-ops help: Sioux Valley pays $500 on a new EV (time-of-use rate); Black Hills, Otter Tail up to $500 for a charger.
The $7,500 federal new-EV credit and $4,000 used-EV credit ended September 30, 2025, and the federal home-charger credit (30C) followed on June 30, 2026. If anyone tells you otherwise, they're reading an old script. (Charger installed on or before June 30, 2026? That one's still claimable on that year's return. IRS Form 8911.)
No state-level purchase incentive right now, the money in South Dakota, if any, is at the utility level.
$500 rebate on a new BEV purchase or lease ($250 PHEV) for homeowner members on the Time of Use rate, one per member, current program year, first-come. TOU off-peak is 7.16 cents/kWh (10am to 4pm and 9pm to 7am) vs 20.96 cents on-peak and 12.81 cents standard.
